Pronouncements regarding the certification of quality audit for accounting services

Taking into account the provisions in Article 20 of the republished Government Ordinance no. 65/1994, and also Article 17 from the Regulation regarding the quality audit for accounting services approved through the Resolution of the Superior Council no. 08/91 from 14th of May 2008, the following pronouncements are being issued:

Art. 1. The quality audit for accounting services provided by the members of the Body is conducted according to the Regulation regarding the quality audit for accounting services and has as a main goal the observance of the professional standards and pronouncements and of the National Code of Ethics for professional accountants issued by CECCAR in order to meet the needs of the public interest.

Art. 2. Starting with the quality audit for accounting services provided in 2008, in order to encourage the members to observe the professional standards and pronouncements and the National Code of Ethics for the professional accountants of Romania, a „quality certificate”, according to the attached model, is being issued for the audited practices and companies – members of the Body – that have received the qualification A following the quality control.

Art. 3. The quality certificate for accounting services is issued by a Decision of the Standing Board of the Superior Council, based on the report elaborated by the Special Department of the Body, which is based on the quality audit file that was provided by the auditors.

Art.4. The quality certificate for accounting services must be kept in sight inside the audited practice or company.  Based on this certificate, the practice or company may enter the following mention on the letterhead or other issued documents: “quality certified through the Decision of the Standing Board of CECCAR no. .…/….…”

Art. 5. The quality certificate for accounting services may be withdrawn or cancelled at the request of the branch or of the Department supervising the observance of professional pronouncements and the quality audit within the Body, if the operating license for that practice or company is withdrawn or cancelled and also if during a subsequent control that member has received the qualification D or E. 

Art. 6. The management and inventory of the quality certificates for accounting services is ensured by the Department supervising the observance of the professional pronouncements and the quality audit within the Body.

Art. 7. The quality certificates for accounting services are printed unitarily and are subject to special registration through the care of the General Secretariat of the Body.

Art. 8. The Department for supervising the observance of the professional pronouncements and the quality audit within the Body shall ensure the observance of the present pronouncements.

Art. 9. On the effective date of these pronouncements, the Pronouncements no. 10043/26.07.2004 concerning the certification of the quality audit for accounting services, that were approved through the Decision of the Standing Board no. 04/113 from 31 July 2004, are being recalled.
