The Body of Expert and Licensed Accountants of Romania has translated and published, in January 2014 the 2013 Handbook of International Public Sector Accounting Pronouncements prepared by IPSASB and issued by the International Federation of Accountants in June 2013, in order to ensure the access to professional standards for all Romanian professionals who prepare financial statements, as well as for their users, for regulators, for academics, students and other interested parties in Romania. The translation process for the Handbook has been overseen by IFAC and the translation has been performed according to the Policy Statement – Policy for Translating and Reproducing Standards Published by the International Federation of Accountants.
This Handbook comprised the complete set of pronouncements issued by IPSASB by January 15, 2013 relating to public sector financial reporting. The IPSASB issues IPSASs dealing with financial reporting under the cash basis of accounting and the accrual basis of accounting. The accrual IPSASs are based on the International Financial Reporting Standards (IFRSs), issued by the International Accounting Standards Board (IASB) where the requirements of those Standards are applicable to the public sector. They also deal with public sector specific financial reporting issues that are not dealt with in IFRSs.
The International Public Sector Accounting Standards Board (IPSASB), that functions as an independent standard-setting body under the auspices of IFAC, develops and issues accounting standards for public sector entities, called International Public Sector Accounting Standards (IPSASs). IPSASB acknowledges the major benefits of presenting consistent and comparative financial information in every jurisdiction and considers that IPSASs shall play a critical role in reaping these benefits.
