Background:

In March 2013, the European Commission released its report entitled “Towards implementing European Public Sector Accounting Standards (EPSAS) for EU Member States”.

Based on this report, Eurostat organized a conference in Brussels during May 29-30, 2013, with the conclusion that the EPSASs are considered to be a necessary tool for further fiscal and budgetary integration in the EU.

As a next step it was proposed to prepare a Commission Communication on EPSAS to prepare the ground for a potential legislative proposal on EPSAS in 2015. A first meeting of a Task Force of experts delegated from EU national governments took place on October 2, 2013 to exchange views on possible future governance arrangements.
