Order no. 3.083/2020 of the Minister of Economy, Energy and the Business Environment regarding the approval of the Implementation procedure for the Grants for working capital given to small and medium-sized enterprises within the state aid scheme put in place by Government Emergency Ordinance no. 130/2020 regarding some measures for granting financial support from non-refundable external funds related to the Competitiveness Operational Program 2014-2020, given the COVID-19 crisis, as well as other measures regarding European funds, was published in the Official Journal no. 965 of October 20, 2020. The main objective of the state aid scheme is granting financial aid from non-refundable external funds for the beneficiaries according with article 3, whose activity has been affected by the spread of the SARS-CoV-2, or whose activities were prohibited or limited by military ordinances throughout the state of emergency period.
A state aid-scheme is implemented through this procedure.” State aid under is granted only by following the criteria regarding state aid outlined in the Temporary framework for state aid measures to support the economy in the context of the COVID-19 outbreak, approved by the European Commission.
The scheme is applied throughout the entire territory of Romania, in all 8 development regions”, stated the initiators.
The measure is available until December 31, 2020, and payments will be issued until December 31, 2023. If the availability of the measure is extended as a result of changes in the applicable law, the requirement shall apply as of right for this procedure as well.
