The Ministry of Public Finance has launched, for public discussions, under its section Decisional Transparency, two regulation drafts the application of which, correlated with other secondary regulations, shall lead to the elimination and the centralization of 92 parafiscal taxes and charges

For the purpose of preparing the legislative portfolio that comprises the two drafts that are currently under public discussions, the Ministry of Public Finance has consulted with several ministries and institutions, taking into consideration the parafiscal taxes and charges. Consequently, the decision has been taken to eliminate and concentrate 92 parafiscal taxes and charges, namely:

- 14 parafiscal taxes and charges have been eliminated

- The separate payment for 78 of the non-fiscal taxes and charges has been eliminated

The purpose of the two drafts, currently submitted by the Ministry of Public Finance for public discussion, is to eliminate and centralize 27 non-fiscal taxes and charges, while the Minister’s orders that shall be approved at the same time, another 65 parafiscal taxes and charges shall be eliminated.

“We are taking a huge step towards fulfilling the objectives of my mandate as minister. First of all, the simplification of the tax system, that shall have a positive effects for the taxpayers who shall no longer spend their time at the pay desk, but also for the administration, as we shall eliminate managing costs for small cash-in taxes and charges. Moreover, this action contributes to increased predictability and the development of a fiscal and budgetary framework that encourages business development,” stated the Minister of Public Finance, Ms Ioana-Maria Petrescu.

We have analysed parafiscal taxes and charges for which the amount of cash-in is not significant in relation to the collection costs, as well as the possibility to centralize them due to the creation of aggregated and individualised groups of charges depending on the type of operations and services rendered by each institution.
